Understanding the Canadian Dental Care Plan (CDCP)

The Canadian Dental Care Plan (CDCP) is a federal initiative designed to help Canadian residents who do not have private dental insurance and whose household income is less than $90,000 annually. By reducing financial barriers, this program ensures better access to essential dental care services.

Who is Eligible for the CDCP?

To qualify for the Canadian Dental Care Plan, you must meet the following criteria:

  • You do not have any private dental insurance
  • Your household adjusted net income is less than $90,000/year
  • You are a Canadian resident for tax purposes
  • You have filed your income tax return for the previous year

Birch Dental CDCP Eligibility Information

Current Eligibility Groups

Eligibility is being rolled out in phases. As of now, the following groups can apply:

  • Seniors aged 65 and older
  • Children under 18
  • Adults with a valid Disability Tax Credit (DTC)

All other eligible Canadian residents will be able to apply in 2025.

How to Apply

You can apply through Health Canada’s official portal. Once approved, you’ll receive a welcome package from Sun Life (the program administrator), including your coverage start date and membership card. This typically arrives within three months of application.

What’s Covered by the CDCP?

While the CDCP is not a free dental service, it does significantly reduce out-of-pocket costs based on your income:

  • $0 co-payment for incomes under $70,000
  • 40% co-payment for incomes between $70,000–$79,999
  • 60% co-payment for incomes between $80,000–$89,999

Covered Services Include:

  • Preventive care: cleanings, fluoride, sealants
  • Diagnostic services: exams, X-rays
  • Restorative care: fillings
  • Endodontics: root canal treatments
  • Prosthodontics: full or partial dentures
  • Periodontal care: deep scaling
  • Oral surgery: tooth extractions

Some treatments may require prior authorization based on your oral health condition and dental history.

Can I Combine CDCP with Other Coverage?

Yes. If you are enrolled in other government dental programs such as:

  • Healthy Smiles Ontario
  • Ontario Works (OW)
  • Ontario Disability Support Program (ODSP)

...the CDCP will typically act as the primary payer, helping to coordinate coverage effectively.
